Our district plan is a collaboration between Florida State University and Florida State University School/Tallahassee.

FSUS has a partnership with the Multilingual/Multicultural Education Department at FSU to assist with the implementation of the program at the student level and the teacher level. This partnership has been designed with the help of FSU Professor, Eleni Pappamihiel.

A the school level we have the following:

  • Two (2) resource staff members are employed who oversee the student identification, assessment, and progress monitoring of students as well as specifics of the program. These staff members are under the direction of the High School Principal.

  • Presently there are 12 elementary students, 12 middle school and high school students totaling 24 students receiving services in the LEP program.

  • Classes for teacher ESOL endorsement are held each semester on our campus. FSU staff members teach these classes. http://www.firn.edu/doe/omsle/timeline.htm

  • Teachers have been given ESOL strategy checklists to use with each of their ESOL students.

  • Student and parent communication forms are presently available in the following languages: Spanish, Haitian Creole, Portuguese, and Chinese.

    Background


    In 1990 a law suit was brought between the League of United Latin American Citizens (LULAC), the Farm workers' Association of Central Florida, Florida State Conference of NAACP Branches, Haitian Refugee Center, Spanish American League against Discrimination (SALAD), American Hispanic Educator's Association of Dade (AHEAD) and Haitian Educator's Association vs. Florida Board of Education.

    The final outcome was in the form of the Consent Decree that has been in effect since 1990. This decree includes the use of native language support to facilitate instruction in elementary and secondary schools. This helps ensure maintenance of academic achievement while the student is learning English. http://www.firn.edu/doe/aala

    In April of 2003, a Stipulation Modifying Consent Decree was approved. This modification stipulates the means by which a certified teacher may obtain ESOL subject area coverage. It also establishes training and/or educational requirements for persons holding administration and guidance counselor positions.     District Program Goal
    The ultimate goal of the FSUS LEP Program is to ensure that students can communicate orally and in writing (English), and to provide our students with comprehensive and comprehensible instruction by qualified staff. Student proficiency should be commensurate with experiential and educational levels, age, and interests. This will be accomplished with the support of the ESOL program which is designed to enable these students to communicate and function successfully in their English-speaking environment.
